That's because Trump says a lot of things that he doesn't follow through with. The White House council stopped him from firing Mueller. I wonder if Trump would have listened if he didn't have Republican enablers in the Senate majority.

Trump is not a man of his words.  I have zero confidence... Trump will do whatever it takes to cover his hide.  Providing coverage for his misdeeds with an offering of pardons is not unthinkable...

He made those same comments about General McMaster not long before he fired him. So forgive me if I don't put much value in his comments.
