Cash made the right call not allowing him to pitch in the WBC. As far as the 60 day DL, not sure. I could understand Sevy being preturbed if he felt he was capable of pitching considering his reputation of being injury prone. It would have been nice if player and GM were on the same page but some times that's just not possible.
Severino pitching with a chip on his shoulder in 2023 would not necessarily be a bad thing

Yankees have reportedly barred him from playing for Dominican Republic in the WBC and he is openly expressing his unhappiness. Can't really blame the Yanks given his lengthy injury history. He was also openly unhappy about being placed on the 60 day IL last season. Another Betances situation? When Dellin hit FA I got the feeling that the only way he would return to the Yankees was if they were the only team to offer him a contract. Severino will be a FA at the end of this coming season. Of course his next contract will depend heavily on how he pitches AND his health. But will the Yankees have to blow every other team out of the water to keep him?
And yet Cashman chose Betances whom the Indians wanted more over Andrew Miller.

Just saw a rumor that Montas may need surgery and if so will miss the season. If true then protecting Severino is even more understandable. Also if true Montas may never pitch another game in a Yankee uniform. This may go down as one of the worst trades in recent times.

Fortunately they seem to have the depth to survive that if it happens, though depth can disappear quickly. Given the way he pitched in his short time with them last year the highlighted comment may not be a bad thing.

I am not a fan of the WBC and this is a big reason why. In a world where every pitch is tracked, recorded and analyzed, I don't hink I'd want my pitchers competing in tournament games.
